Assets of Local Self-Government Institutions
All forms of property owned or controlled by Local Self-Government Institutions (LSGIs) are collectively referred to as 'assets'.
Simply put, these are resources owned by a Panchayat or Municipality and maintained for the benefit of the public. They can be broadly categorized as follows:
1. Physical Assets
These are tangible assets that can be seen and touched:
Buildings: Office buildings, schools, hospitals (PHCs), Anganwadis, markets, and community halls.
Land: Public land (puramboke) held by the local body, parks, playgrounds, and burial grounds.
Roads: Panchayat/Municipality roads, bridges, and culverts.
Machinery and Equipment: Vehicles (e.g., waste collection trucks), tractors, streetlights, and computers.
2. Water Assets
Public wells, ponds, irrigation tanks, irrigation canals, and drinking water supply schemes.
3. Financial Assets
Bank deposits, savings, and shares.
Outstanding dues receivable through taxes and fees.
4. Importance of Assets
Revenue: The local body generates income by renting out assets such as markets and shopping complexes. Service: Providing basic amenities to the public through infrastructure such as roads and schools.
Documentation: Every local self-government institution is required to accurately record and maintain all its assets in an 'Asset Register.' This is essential to safeguard these assets against loss or unauthorized alienation.
In short, the assets of a local self-government institution comprise all the movable and immovable properties it manages for the purpose of improving the quality of life of the local population.
